We use the GPIO-Expander to:
1) Add an extra inch or so to the size of a Pi-Zero so that standard Pi-HAT boards can be used with the Zero and the usb/hdmi/power of the Pi-Zero are immediately underneath the Pi-HAT rather than being tucked way underneath making access difficult.
2) Allow the Pi's GPIO pins to be made accessible when a standard Pi-HAT is already attached. This may be useful to (using a second Pi GPIO-Expander) also allow a 2nd hat to be added to a single Pi via ribbon cable as long as GPIO isn't shared.
Pins are marked with position in regular intervals making identification easier.
